Conceived in the first half of the last decade, they aimed primarily at stabilizing and democratizing Central, Eastern, and Southeastern Europe, where the Alliance addresses security issues and the Union is responsible for economic development.
The new relationship between the United States and Russia, on the one hand, and between NATO and the European Union, on the other, now marks an international security environment - a new partnership, but also a new tension. In these circumstances, a lack of money, time, vision, and political will can affect not only national security, but especially international security. In this context, especially after 1998, the European Union has given new impetus to efforts to strengthen security and define the defense dimension at the European level. The development of a common foreign and security policy also included the idea of defining a common defense policy, explicitly mentioned in the Amsterdam Treaty. At the same time, the European Union is increasingly concerned about the completion of its own institutional reforms, especially in the context of enlargement, as well as the completion of discussions on political construction that will determine the future of Europe.
